Central Secretariat Service is the Group A and Group B administrative civil service of the the executive branch of the government. It has five grades, Assistant, Section Officer, Under Secretary, Deputy Secretary and Director. They manage the middle level posts in the central secretariat. The officers work in various ministries in the government. It comes under the Ministry of Personnel, Public Grievances and Pension, Department of Personnel and Training.
⦿ The secretary is the administrative head of the department/ministry. He/She is the principal adviser to the minister.
⦿ The officer is responsible for functioning of a particular wing in the ministry.
⦿ He acts on behalf of the secretary and assists in the duties.
⦿ The officer submits the important matters to the deputy secretary and assists him/her in work.
⦿ They prepare reports, work in drafting and writing letters, reply to RTI’s, public grievances and prepare salary bills.

⦿ Clear SSC CGL exam (Staff Selection Commission – Combined Graduate Level Examination)
⦿ A bachelor’s degree with minimum of 50% marks in any stream from a government recognized university is a must.
⦿ It consists of five grades, namely, Assistant, Section Officer, Under Secretary, Deputy Secretary and Director.
⦿ It is necessary to clear the Staff Selection Commission – Combined Graduate Level Examination to enter the services.
⦿ One should have strong communication skills, superior analytical and problem-solving skills.
⦿ The officers get the postings in various Ministries and Departments, Prime Minister’s Office, National Security Council Secretariat, intelligence agencies, Apex organizations of Government of India.
⦿ The training of the officers takes place at the Institute of Secretariat Training and Management, New Delhi.
⦿ To reach the senior positions, you need to have a few years of experience.
⦿ It is the channel of communication between the government and other agencies like the Planning Commission and Finance Commission.
⦿ The act as a link between the Parliament and the Central Secretariat.
⦿ They ensure continuity of administration at the secretariat- Secretariat administration & House keeping.

⦿ They provide functionary staff to Government ministries, Cabinet Secretariat and Central Secretariat.
